Seibel's is a family-style restaurant at Rte 198 and Rte 29 where they have been mixing up their own ice cream since 1939. The ice cream was pretty good. We visited after people mentioned Siebel's in comments on a post about ice cream joints for a summer night.
If you go to Burtonsville, you should also check out the two blocks of restaurants running along Rte 198. That includes kabobs at a branch of Maiwand Kabob, Cuban at Cuba de Ayer, and both coffee and Ethiopian food at Coffee Oromia.

That puts you on an old piece of Rte 29 that passes an Indian temple and a garden center. Turn right on Rte 198 at the traffic light. Seibel's is a block up on the right. There is a sign.

I would stick with the ice cream or breakfast foods at Seibels. BUT if you do find yourself eating there, sit in the atrium area (all the way to the west) and watch the birds at the feeders and fountain.
When in Burtonsville, don't miss the 'authentic dishes' menu at Hunan Manor. The sushi they just added is very good too.
(I work in Burtonsville, and I find it unbelievably strange that so much interesting food and drink are gathered in what's barely a wide spot in the road.)
My and girlfriend and I just came back from Seibels..run-down looking place.. we would have never gone there if not for the HowChow word of mouth, but boy was the ice cream good.
I'll also chime in and say soft stuff on route 40 is mediocre and popular only because it is traditional.
